Bradley's Regress and a Problem in Action Theory

What is the relation between an agent and her actions? There are well known obstacles to endorsing most of the most natural, and usual, suggestions: that agents cause their actions; that agents do their actions; that agents perform their actions. In this paper, I attempt to argue that these difficulties are usefully seen as versions of the problem known as Bradley's regress, and in the light of that diagnosis, suggest where we should look for solutions to the difficulty of saying how agents relate to actions.
